Phelps Engineering Inc. has been providing quality consulting engineering services since 1976. Founded by Lancelot Phelps, P.E., the firm specializes in civil engineering, sanitary, and environmental services for a variety of clients. We offer mechanical engineering services as well. Our staff possesses a broad base of knowledge which enables us to assist our clients meet the challenges of today's changing world.
President and Founder of Phelps Engineering
Lance provides his more than 40 years of experience to clients by advising and assisting the Project Managers and facilitating project funding. He also served on the State Technical Advisory Committee which directs the rule making for Vermont's on-site wastewater and water supply systems. Lance also volunteered on the Town of Middlebury Bridge Committee responsible for evaluating a number of potential sites for a much needed alternative to the Battell Bridge, currently the only transportation link for commercial and emergency vehicles in downtown Middlebury. This is now referred to as the Cross Street Bridge project, which was completed in 2010.
Vice President
John has been with Phelps Engineering since November 1998 and currently manages most of the municipal water and wastewater projects for the firm. He has extensive knowledge in the area of membrane filtration and has designed and managed several projects ranging from $50,000 to greater than $5 million. John is licensed in Vermont and New York and received his Bachelor of Chemical Engineering degree from The Cooper Union and his Master of Environmental Engineering degree from Manhattan College.
Vice President
Jon has been with Phelps Engineering since July 2004 and is the staff scheduling coordinator. He is a licensed professional engineer in four states and has his on-site wastewater designer license in Vermont. He has many years of experience managing wastewater, water supply, site planning, and hazardous waste site projects, and currently oversees most of our private projects. Jon received his Bachelor of Science in Environmental Engineering from Rensselaer Polytechnic Institute in New York.
Project Manager
Jeremy joined the firm in April 2005 and serves as a project manager on large and small commercial and municipal projects. Jeremy brings a background in civil and mechanical engineering. Prior work experience included designing and managing commercial and industrial HVAC projects. Jeremy earned his Bachelor of Science degree from Clarkson University. Jeremy holds a Vermont Professional Engineer's license in Mechanical Engineering and is a Vermont-licensed septic system designer.
Manager of Construction Services
Brandon has been with Phelps Engineering since September 2001. He has worked on a variety of design projects, permitting activities, and is the lead resident project representative for construction projects. He is well versed in various aspects of building construction and brings with him prior experience with the Army Corps of Engineers. Brandon earned a Bachelor of Science degree in Civil Engineering from the State University of New York at Buffalo.
Senior Surveyor/Design Technician
Jim has been with Phelps Engineering for more than 20 years. His surveying projects vary from small topographic surveys for single-family homes to large-scale building and infrastructure stakeout for Middlebury College. Jim also does AutoCAD design and drafting. He has significant experience in water, sewer and road design.
Environmental Technician
Heather joined the firm in May 2006. She assists with topographic surveying, AutoCAD drafting and design, water system compliance, construction review, and environmental site assessments. Heather is a Class III Public Water System Operator and Grade I Domestic Wastewater Operator. She earned her Bachelor degree in Environmental Science from State University of New York at Plattsburgh.
Staff Engineer
Robert joined the firm as an intern in 2008 and became a full time staff engineer after completing his Bachelor of Science degree in Civil Engineering at the University of Maine at Orono in 2010.
Office Administrator
The "voice" of Phelps Engineering, Kim's responsibilities have steadily increased from starting as an administrative assistant in 1991 to currently being responsible for all administrative and marketing functions for the firm.
